WhatsApp Business API Pricing in India: What You Pay
Team Devliqly · · 5 min read
Confused by WhatsApp API costs? Here is how Meta's per-message pricing, provider fees and chatbot build costs fit together, and how to estimate your monthly bill.
You want a WhatsApp chatbot for your business, you ask three providers what it costs, and you get three answers that cannot be compared. One quotes a monthly plan, another quotes "per conversation", and a third says "Meta charges extra". It is a fair thing to be confused about.
Here is the short answer. The total cost of WhatsApp Business API in India has three parts: what Meta charges per message, what your platform provider charges on top (plus GST), and what it costs to build and maintain the chatbot itself. Only the first part is set by Meta. The other two vary a lot between providers, so that is where you should compare carefully.
How Meta charges for WhatsApp messages
Meta moved the WhatsApp Business Platform from conversation-based billing to per-message billing in mid-2025, as described on Meta's pricing documentation. In practice this means you are charged for each message Meta delivers, and the rate depends on the message category and the country of the person receiving it.
The categories matter more than most buyers expect:
- Marketing: promotions, offers, re-engagement, product launches. This is the most expensive category.
- Utility: order updates, appointment confirmations, payment receipts, reminders linked to something the customer already did. Priced lower than marketing.
- Authentication: one-time passcodes. Also priced low.
- Service: replies to a customer who messaged you first, inside the customer service window. Meta's documentation describes the current free and paid rules for these, so check the live page rather than relying on an old blog.
Several provider blogs report that Meta raised India's marketing rate at the start of 2026. We have not been able to confirm exact rupee figures from Meta's own page in this research, and these rates change, so we are deliberately not printing a rate card here. What your provider adds on top
You cannot talk to Meta's API directly in most cases. You go through a Business Solution Provider (BSP) or a chatbot company, and they may charge for:
- A monthly platform or seat fee
- A markup on Meta's per-message rates, or a flat "per message" price that bundles it
- Setup or onboarding fees
- Extra charges for features such as broadcast tools, shared inboxes or analytics
GST applies on top of these charges. Ask every provider to state whether the Meta fee is passed through at cost, marked up, or bundled, because that single detail explains most of the quote differences you will see.
What does the chatbot itself cost?
The message fees are only the pipe. The chatbot is the part that actually answers customers, books appointments or qualifies leads. Its cost depends on how much it has to do:
- FAQ and lead capture bot: answers common questions, collects name and requirement, hands over to your team. The simplest and cheapest to build.
- Booking or ordering bot: connects to your calendar, catalogue or payment link, so it must be integrated and tested properly.
- AI agent with business logic: understands free-text messages in English, Hindi or Hinglish, checks your CRM or stock, and decides when to escalate to a human.
Beyond the build, plan for ongoing work: updating answers when your prices or timings change, reviewing conversations that went wrong, and improving the bot over time. A quote that covers only the launch is incomplete. If you are weighing a build, our chatbot integration page explains what we set up and run.
How to estimate your monthly WhatsApp bill
You do not need a spreadsheet model. Work through these steps:
- Count how many customers message you first each month. Their replies fall under service messages.
- Count the messages you send proactively, and split them into utility (confirmations, reminders) and marketing (offers, campaigns).
- Multiply each group by the current Meta rate for its category in India.
- Add the provider's platform fee and any markup, then add GST.
- Add a monthly allowance for maintenance of the bot.
Marketing campaigns are usually the item that moves the bill most. A clinic that sends appointment reminders pays at the lower utility rate. A D2C brand sending weekly offers to a large list pays at the higher marketing rate for every delivered message.
Questions owners ask about WhatsApp API costs
Is the WhatsApp Business app free, and why do I need the API?
The ordinary WhatsApp Business app is free, but it is built for one phone and a small team. You need the API when you want automation, several agents on one number, CRM links, or bulk notifications. That is also when per-message charges begin.
Can I use ChatGPT-style bots on WhatsApp?
Meta changed its terms so that general-purpose AI chatbot providers cannot distribute their assistants through the WhatsApp Business API, with rules effective from January 2026, as reported by TechCrunch. Bots that serve a specific business purpose, such as support, bookings and sales, are the intended use. A bot built around your own business is fine.
Do I pay for every reply my customers send?
Customer messages to you are not billed to you. Charges relate to what you send, and whether a given reply is free depends on the message category and the service window. Confirm the current rules with your provider in writing.
Is cheaper always better?
Not necessarily. A very low monthly price can hide high per-message markups, or a bot that cannot hand over to a person properly. Compare the full monthly cost for your expected volume, not the headline number.
Questions to ask before you sign
- Is Meta's per-message fee passed through at cost, or marked up?
- Which message categories do my planned campaigns fall under?
- What is the setup fee, and what does ongoing maintenance include?
- Can the bot hand over to a human on the same chat, with history?
- Who owns the WhatsApp number and the conversation data if I leave?
If WhatsApp is only one of your channels and calls matter equally, our customer service agents work across chat and phone. Pricing and policy details change, so treat this article as general guidance and verify current rates and terms with Meta and your provider.
